In the second level he looks like Groucho Marx and then Andy Warhol for the fourth (the painting is also taken from one of Warhol's). Some say his shape is based off of Roger (who does disguises) from American dad.

I bet him Mona work well together professionally. She can steal paintings and he replaces them with counterfeits.
